I'll start: mixed sharpedo
Hydro Pump for raw power/breaking physical walls
Crunch for hitting special walls hard
Ice Beam / Earthquake for coverage, hitting respectively dragons and steel-types
Protect for speed boost

I've wondered a bit about the EV spread, so I'll do it step by step
112 Attack EVs with Lonely nature is the minimum for OHKOing Jellicent. (this also means it OHKOes Starmie/Gengar and has a 68.75% chance to OHKO 252/0 Latias, but you only have a 43.75% chance to OHKO SpD Celebi after SR)
148 Speed EVs outspeeds Scarf Latios by one point at +2, while still outspeeding Alakazam/Starmie at +1, which means you can kill them before they thunderbolt/focusblast you.
Dumping the rest in SpA is good for us now, since we have a 43.75% chance to OHKO skarmory with HPump after SR and a 87.5% chance to OHKO forretress after SR. (Or you can have rain and directly OHKO both.)
You also have a guaranteed 2HKO on Blissey with Crunch, however, you're only 3HKOing Chansey.
This leaves us with this set:

Trait: Rough Skin
EVs: 148 Spd / 112 Atk / 248 SAtk
Lonely Nature
- Hydro Pump

- Earthquake / Ice Beam
