Pretty much. The reason it's month/day/year in the United States, even though it doesn't make any sense, is because they usually say dates as "July 4th, 2013" (except for today which is usually called 4th of July)

We say it as "Fourth of July", and anything else would be something like "February second". Fourth of July is the nickname of Independance Day, a holiday celebrating fireworks the date the Declaration of Independence was signed.
