I know about EVs, but I was getting really sick of having to say that I didn't understand IVs, so I looked it up.

Then I looked at Psypoke (you kids won't remember psypoke, that's what we used before Bulba) and I think I get it http://www.psypokes.com/lab/ivguide.php

But, does that mean you can't find out your IVs until you're level 100?
