It's actually pretty balanced since Fire types can't be burned. Surf is objectively better against them, so you have to choose carefully so you don't get wrecked by, say, a Darmanitan because you couldn't kill it quick enough.

It feels like Scald burns much more often than Poison Jab inflicts poison, or Discharge paralyzes, although they each have the same 30% chance of the secondary effect.

Having it three times more likely to burn than Flamethrower seems kinda silly as well.
