Cloyster isn't the only thing with Shell Smash so to assume its good because of that is like saying Volcarona is good because of QD, or sucks because SR. The water-typing helps cloyster out fuckloads.

To review: Hail damages all non-ice types, making it difficult to use unless you have Cloud Nine (Lickilicky being the only remotely usable one with it) or relying on secondary-types. Walrein and Dugong are the only Ice-types that can resist fire.
Snow Cloak is Sand Veil. Great! +1 for ice
Ice Body is good, too, right? Sort of. It cancels out Burn if you're a special-attacker, which most Ice-types are.
But there's still no speed-doubling ability. Also, Hail does not buff Physical defense of Ice-types naturally like Sand does for rock's special defense, which is the only other damaging weather. Would you seriously run TTar and Volcarona on the same team? No? Then you couldn't run a set-up sweeper in Hail, either, unless its immune to the weather or has a method of mitigating the damage. And TTar has a MASSIVE Sp. Defense stat rivaling Regice or Shuckle. No Ice-type can get any such benefit, in part because Ice types are generally bulky (Lapras, Articuno, Abomasnow, Walrein). Saying Blizzard sucks because Flying has no accurate, strong moves is backwards logic.

tl;dr, Hail has no passive abilities worth abusing, and the residual damage cannot be played exclusively in your favor, reliably, without running a mono-team. Even sand gives you a minimum of three types that are immune
