The low levelled wild Pokemon and lack of Johto Pokemon available makes it really hard to think it's the best gen. Personally, I like Gen III the most, based on the amount of hours I've put into Ruby/Sapphire/Emerald/Colloseum and XD (Extra Dimension, not the fucking emoticon)
I agree with the others though in that Kanto is really bare and depressing. The Pokemon Tower being turned into a radio station, the cut down Viridian forest, Cinnabar island.
They fixed most of my gripes with Gen II when they made HG/SS but the lack of VS seeker and the horrifically low levelled wild Pokemon and trainers makes them one of my least played Pokemon games.
