HGSS has some tools for this kind of stuff, right?
I suggest HGSS just because it's got a lot of features that people like in it, like following pokemon, good start menu, etc.
Only things you would need to change are the map (and Wild/Scripted encounters by extension), dialogue, pokedex (to include 5th gen 'mons), sprites, music, and maybe a few buffs/nerfs to some 'mons like Dray does.
Hell you could probably GET Dray to work on it if it ever became a thing. He browses /vp/ from time to time.
