It makes sense. Both Prof. Elm and Prof. Rowan study the evolution of Pokemon. Johto and Sinnoh are also the regions that have the most prevos and evos of older Pokemon.

I don't think Ditto counts. Same for Unown. Plus Rotom and Castform have different formes so it's not really a single pokemon. Ditto, Unown, Rotom and Castform are too gimmicky to ever get an evolution.
