When people say Gen 2 had a horrible distribution, they aren't lying. Waiting how fucking long to catch Sneasal and Larvitar? Look at all the pokemon you got access to that required a stone to evolve:
Eevee (althoug I think they wanted to show off the new evos)
Poliwag
Bellsprout
Oddish
Growlithe
Vulpix
It sucked and other than those you either had trade evolution or the stupid steel coat pokemon who were worthless unless you evolved them.
The 'good' pokemon you had access to weren't that good anyway. Feraligatr was a horrible pokemon in gen 2 due to being attack based (before the special/physical split) as was Meganium and Typhlosion. Noctowl was worse that Pidgeot/Fearow. Mareep line is barely passable with Fire-Punch+Thunderbolt coverage but it's still slow as fuck. The absurd HM requirement almost forced you to carry multiple water types if you didn't use HM slaves.
Honestly, gen2 compared to Gen 1 was a downgrade in overall game play. Sure it was longer and had more pokemon but that doesn't mean the quality of the game play was any better.
I still rank it 4th out of 5 only beating out Gen 4. As it's shitty leveling and half-assed post game sucked.
I'd rather them get rid of Kanto in Gen2 and replace all that with something original. If I want Kanto, I'll play Gen 1
