Does anyone else find this Pokemon just the weirdest and most out-of-place in the whole franchise?

Like, back during the RBY days when it popped up online and such by the name of "Bull" or "Blue", I thought it was fake. It didn't help it was often thrown around as a "PokeGod" and appeared on that one site with fake PokeDex entries and such.

Even now that I know it's real, it just bothers me. Granbull is a cool Pokemon, but I have no clue what's going on with this. Weird dog creature that appears to be wearing a Halloween outfit with an ugly color scheme and random blue dots, a "Fairy Pokemon" yet isn't magical whatsoever, and is said to be loved by women but is ugly. Why? I get that it's meant to be one of those dogs that people dress up, but surely there's a better way to portray this.

I kind of hope it becomes Fairy-type just so it's weirdness is a bit more, well, "explained" I guess.
