I can't believe nobody is saying charizard. We all know it's the worst because stealth rocks is rampant in todays competitive scene and charizard gets raped by it. Even if he wasn't, fire/flying is an awful typing both defensively and offensively. He also has crap for moves, bad speed and is entirely outclassed by all the other starters. The only starters worse than charizard competitively that you could viably argue is MAYBE typhlosion, but even now typhlosion is a whole tier higher than charizard right now. Blaziken and Infernape are both obviously better than Charizard. Emboar is also somewhat bad, but he has a good ability and can hit like a battering ram against unprepared teams with a choice scarf, and doesn't take huge damage from stealth rocks.
As for water starters, we have UU blastoise, RU feraligatr, UU swampert, UU empoleon, although there is NU samurott, but he is one of the top champion pokes of the tier.
For grass types, we have OU venusaur, and RU sceptile. the rest are all NU, so they could be considered on par with Charizard. Torterra is a lot more useful than charizard as its easier to set up and sweep, can set up rocks, and is much stronger.
Meganium is a good set up for screens and seed, but not much else, so you could say charizard is better, again though, his stealth rock weakness still makes him worse. Serperior would be UU or even OU if it got contrary, even without it iserperior is a top NU threat.
