Why would they give us Kanto starters? At this point in time the Hoenn starters would be the rarest. Does this mean HURN CONFURMED

Okay, let me break this down for you, since you didn't get it the first time.

The central conceit is that you have Red/Blue from eShop and then transfer them to your X/Y version.
You teach a Machamp Fissure, because Machamps can learn Fissure in Red/Blue.
Then, you transfer the Machamp into X/Y. Once he's transferred, he gains an ability, which has a chance to be No Guard.
THEN you give him the Choice Scarf so he always goes first.

And there, you have a Scarfed/No Guard/Fissure Machamp

We've seen Dragonite now in the new scans, starters and Mewtwo are pretty much confirmed to be in the regional dex with the latter's two new forms (one of which is being the focus of a movie).

Aside from Mew and possibly the legendary birds, I wouldn't be surprised if we're able to catch all the first gen Pokemon in Kalos' regional dex. With as many that have been revealed, I really doubt there will be as many Gen VI Pokemon as there was in Gen I or V, so it'll certainly help pad out the Pokedex, and would explain "151".

By my count, 47 out of 151 Kanto Pokemon have been alluded to in some capacity.

This is assuming Nidoqueen since we saw Nidoking in Coro Coro, Blastoise and Venusaur since we saw Charizard, and so on.
