All this means is that from Day One, GTS will be filled with nothing but Level 9 and below Legendaries.

Until we get some confirmation that you won't be able to have Level 9 and below Legendaries and Level 9 and below second/third stage evolutions, etc. GTS will still be shit.

Even if they do outlaw it, they'll just make the requirement a Level 100 pokemon that no one uses or trains, riskier but still not very likely to have.

Far too risky to be justified. No one is going to offer any rare pokemon because they'd rather keep it for themselves and because there's no knowing what you could get back in return.

It'll probably be riddled with low level common pokemon unless there are people that just feel like being generous.

Since GTS could be exploited to either clone (Gen 4) or store (pokecheck) your most valuable pokemon, it's a safe bet to ask for impossible pokemon, to make sure it doesn't get actually traded while you do your thing.
I don't know how, but even after changing DNS, sometimes the GTS connected me to the real thing, when trying to pokecheck something.

The ratio between rare and not rare is not really good for that. most pokes aren't rare, even the version psecifics can usually be reproduced.

Maybe the wonder trade doesn't trade with a physical person. Just GF servers sending a random Pokemon back in exchange. That way you won't be getting a bidoof every time.
