Honestly, Hopsy-Turvy, unless it's given priority (best case scenario) or Malimar is given high speed (very unlikely), is going to be relegated to Haze levels of utility options. Nobody has the bulk and survivability to reliable use it more than once if it goes after the opposing booster.
I imagine it'll be more a niche 'boosting move.' If it gets Shell Smash or a new equivalent, it'll be able to choose between offensive and defensive boosts.
Hey, as another Anon mentioned, it'll be a nice counter to Baton Pass (like Haze), which will give it some use (like Haze, which means effectively none).
Now I REALLY want Topsy Turvy to have +4 priority, like Magic Coat/Snatch. It'll be the best way to guarantee its success overall, regardless of being in OU, UU, or RU.
Better than any self-setup boost is the ability to effectively shut down all opposing boosters with Priority.
