They were probably hoping to manufacture some huge "WHAT IS ZAKURO?????" shitstorm where everyone's arguing with each other over his gender, type, etc., like what happened before the Fairy-type was confirmed, when everyone was arguing nonstop about what the new type would be.

Early on he did sorta look like he could've been female, so there were probably a few people who genuinely hoped for it or believed it, but I doubt they were very numerous among those who were talking about it.

But, that's just my perception of it all.
