Tbh, I'm not a big fan of mence in general. So if you ask me, mence would have needed something better than both moxie and intimidate.
I do certainly realize that it has a few interesting and niche sets, which is where it shines, IMO. And yes, the good sets usually prefer intimidate. But those sets would have still been played by literally no one (as they are now). So going by usage statistics, mence certainly needed moxie.
