I wouldn't like it. I release my Pokemon for a reason, and I never need them again after that. Before I release things I think long and hard about it, making sure I'll absolutely have no regrets. Running into one again after I'd gotten rid of it would just be a pain.

They would need an N-style sparkle
Otherwise it'd be hard to tell that they're yours
And there'd need to be some kind of limit to how many are running around in the wild

That would be kind of cool if stayed the level you released it at, like if you caught a Pidgey on route 1 and had it to like a level 50 Pidgeot and for whatever reason released it. Then you're just strolling route 1 again and run into your level 50 Pidgeot.
