He clearly recognized them. He said their names before scanning them, if I remember correctly. There's no need for a flashback and an awkward "I have those!" just to get the point across.

So what would you propose? They do have to give this information to viewers somehow. Should Ash recite the Pokedex entry from memory?

Look, I agree that it'd be moronic if Ash said "what are those things?" But he didn't. He knows what they are, and scans them for the benefit of the audience. How would you rather they do it?

Didn't Ash's memory get wiped after Mewtwo Strikes Back?

I'm not sure if the same happened after Returns.

Furthermore, Ash mostly scans pokemon he knows because he wants to hear what the regional dex has to say and also because the pokedex in the anime displays what moves a pokemon knows.

In Mewtwo Returns Mewtwo was going to wipe everyone's memory again but Meowth made a big speech about how everyone deserves to remember. So he decided to save Ash/Misty/Brock/Meowth/James/Jessie memories but the rest of Team Rocket got their memories wiped.
