If every Pokémon were treated equally, without tiers, Pokémon that represent the kid (NU or LC) would never be able to measure up to the taller Pokémon (OU or Ubers). This is more akin to the first picture. In what way is Smogon not giving support to weaker Pokémon? The only people to blame are GameFreak themselves.
