Masuda started off, and continues being mainly the composer of the games, not a pokemon designer, and since gen 3 became the game director. If it wasn't for Masuda, pokemon would have stopped after Tajiri quit.
And yes, there is more than one pokemon designer. Gen 5 had 17 of them, more than any previous gen.
The undisposable one is Sugimori. The man is a national treasure. They are however building Ohmura up as his successor in my opinion, as Ohmura already draws the new human characters.
