Chansey is objectively stronger than Blissey in almost every situation and yet it dropped to UU (before being moved to BL). It's not because it's secretly shit, it's because no one used it.

If you have Charizard, Volcarona, Dragonite, etc. on your team then you send out a Pokemon to beat their lead which will most likely carry rocks.
