Yes, you can get multiple legendaries by trading to other games, but that's only in the same sense that the main character can battle himself by going head to head with a player from another game; it's an overlap between two parallel continuities.
Within the continuity of a single game, legendaries are the only pokemon that you only get ONE of. That is the one thing they have in common.
