They never let him actually win the Pokemon league... They will always ship him off to new regions, fulfilling his little fantasy while constantly forgetting the past within his hazy, confused mind.
Thanks to his medical condition, he probably won't live too much longer. Red knows this, and he wants Ash to die doing what he loves; he can never know the truth.
He is destined to travel these regions under strict supervision, all the way up until the point of his death where he will die happy, stupid, and naive; having never known the truth behind his Pokemon journey.
Red will miss him, he will mourn the loss of his little brother. Through everything, he was family and he was the driving force behind Red's strength and persistence.
