He was just cool for the first and maybe second time you thought he was an item on the overworld, and then a Voltorb popped out, but after that it got annoying.
His design sucks, and there isn't anything interesting about the habits of Voltorbs at all.
Only idiots defend ALL Gen 1 pokemon just because they were from Gen 1, there were good designs after Gen 1, but most good designs are from Gen 1.
