Why don't girls like Brock? He seems like an outstanding guy.

Maybe they accidentaly killed a Pokémon and burried it in the woods in secret.
It's killing Brock from inside and hearing Ivy's name reminds him of it, but he agreed to never tell anyone.

I think the sad thing is that you're completely right.
Tracy was an attempt at avoiding an Asian stereotype in the international audience by canning Brock.
But Brock is awesome, and Tracy was kind of... Unremarkable.
