How did Game Freak fuck up BW2's plot so badly?

Ghetsis gets like one line of dialogue to wrap up two games worth of plot and Colress barely makes any appearances before "lol I'm actually Team Plasma's boss" and even those appearances were pretty much half-assed attempts to remind the player that this guy exists.
