The idea is that the moves have their unique quirks.
You have your Stone Edge for rock types - with the drawback being 80% accuracy and 5[8]PP, but on the other hand you get your crit ratio.
Fighting types get Close Combat, with the drawback being the stats reduction and PP, but the bonus being the damage.
Really, that's part of the fun, do you want EVERY type to have a 40 power priority move, 75 power draining move, 95 power attacking move, 120 power inaccurate move, etc?\
I'm very much against this recycling, it's only accpetable on the big 3 [or 4][ elements and that's also mostly cause of in-game reasons.
