Arceus made, or perhaps continues to make, mew as some sort of cosmic organism kind of asexual reproduction. Mew gets made, and with its nearly infinite ability to adapt, spreads out and begins to specialize. Natural selection takes over, and mews slowly stop being mews as they get better and better at whatever their specific clusters have decided to get good at, until eventually the next brood is a brand new species of pokemon. This new species learns how to become better and better at what it has specialized in, and through some feature of pokemon biology attains the ability to augment itself into an even more narrow focus of its specialty via metamorphosis (pokemon evolution). Eventually, this pokemon might have become so well adapted for its specialty that it can no longer improve, and plateaus, resulting in a legendary pokemon. These pokemon are effectively arceuses of their own specific domain and may one day reproduce in a similar fashion, if they have not already.
