This is not a scale to be taken literally but it illustrates the point that the quality of games back then were much worse. Does the fact that games of that quality were the standard back then mean the games have quality anywhere near comparable to today's games? No.
In the first place, technology aside, games of that quality were allowed because gaming was still a relatively unpopular hobby and we, the gamers, let them get away with it.
Does this mean that we were wrong to like the games back then? No.
Does this mean that their quality is equal to current games because it matches up to an old, outdated, low standard? Abso-fucking-lutely not.
If you're putting anything on a scale, the standard when it was made doesn't mean shit. Just because Raichu's stats were permissible and actually fairly strong until some of the later and more difficult to obtain Pokemon were available in RBG doesn't mean that it's still a good Pokemon today.
I could give any number of analogies but I think my point is clear.
