so in gen 3, was it impossible to have certain Pokemon because of not being able to trade with gen 2?
How could you get a Johto starter?
Were you just fucked until gen 4?

With all the GBA games and Collo/XD, you could complete the Pokedex, bar a few event Pokemon

By the end of Gen III all existing Pokemon were available, but at the beginning many Johto and Kanto Pokemon were unavailable. You could get the Johto starters from Colosseum and XD.

In Emerald, after you catch all pokemon in the Hoenn Dex excluding Jirachi or Deoxys, you can pick a Johto starter from Birch.

You could get one Johto starter in Emerald after you complete the local dex. Only Pokemon not available were Celebi and Mew, unless you cheat.
