Think about it: the thing that makes Dragons so great is the ability to come in and launch a "bomb" that will be sure to damage something heavily aside from very few defensive steel types. What happens when you introduce something that completely neutralizes said bomb? Dragons are revealed to be mediocre - can't hit super effectively, their main moves have severe drawbacks (locking in and SAtk lowering), most have a lot of weaknesses. Flying types will completely outclass Dragons in X/Y competitive play, due to hitting Fairy normally and Fighting SE, and only being resisted by the very rare Rocks and Electrics - while still having strong moves like Hurricane and Brave Bird - without such horrible drawbacks. Fairies will save the competitive metagame!
