Because Meteor Miss is completely unreliable. It's not going to be on many Jirachi sets, specially since Iron Head already is a better option because of the ridiculous flinch rate and safe accuracy.

We don't know. Depending on the set, Jirachi can easily take on pretty much any of the OU dragons bar Garchomp (and the choice scarf set can still beat it with a little bit of luck), and Psychic gives it an incredibly useful resistance to Fighting. We don't know Fairy's weaknesses and resistances but there's a chance Steel/Fairy is a worse defensive typing that Steel/Psychic, and as long as Fairy doesn't give it an adventage over other steel types, it's not helping it much.

Even if it is not its best set, you still will have a new threat to watch out for. Scarfed Meteor Mashes could really catch some weakened Pokemon by surprise.

Once the opponent switches in anything that resists Steel you have to switch out and lose all your attack boosts

Fairy is only weak to Poison and Steel, the first would be an immunity and the second is neutral but nobody attacks with that anyway.
It trades a weakness to Fighting for immunity to Dragon and the ability to do STAB super-effective damage to Dragon, Dark and Fighting types. Additionally, its Steel typing means it also gains STAB super-effective damage against other Fairies.

There's also the possibility that Fairy turns out to actually have resistances, which would just make this trade better.
