If they can determine if a Pokemon is legitimate or not based on its level, then the GTS should block faggots from asking for impossible to get Pokemon.
The last time I used the GTS was back when Diamond/Pearl first came out, so I know close to nothing about the restrictions on it. But if shit like this goes down, then I'll start using PokeGen (or whatever will be made for gen 6) to create these < lvl 10 legendaries and give them 0 ivs across the board with a shit nickname and send them out. Assuming that the GTS won't block them because of their low level of course.
