Simply converting the data to a newer format is easy as fuck. Give me the description of the data formats and 2 hours and I have a program.
Aside from the DS/3DS communication maybe, GF is NOT struggling with the algorithm, they're struggling with the decision.
Imagine a situation like GSC->RS. It's no problem to convert IVs and assign random values for the new stuff they added (like they do with new Pokémon you know). However, that'd change the Pokémon after transferring, which is something they probably did not want. On the other side, having a Pokémon keep all its stats in a GSC->RS data trasnformation is impossible, which anyone realizes at first glance. So seriously, if GF is truggling with how to do data transormation, they're the worst programmers I've ever seen. They probably know exactly what's possible and what's not and just don't know if they want to have that tradeoff.
