I never have played Gen IV, so I'm not going to count Cyrus out... But motherfucking Ghetsis. The only thing holding him back were a 14-year old with a badass dragon, and his own ego and/or batshit insanity. Archie and Maxie were pretty cool too, though, but Ghetsis manages to get N to catch Zekrom/Reshiram, and then proceeds to grab Kyurem in the sequel, steal N's dragon, and fuse it to his own, as opposed to simply pissing off Kyogre/Groudon and almost accidentally the world. Plus, he's just a sick fuck.
