Depending on if it's in BW2 the shiny charm, but considering that you said radar chaining it's probably D/P/PT.

Do you care about breeding it yourself? Are you looking for a specific nature/iv's/whatever? Because if you're in white 2, and don't care about that, you can get a shiny dratini from white treehollow. Of course, you probably already knew.
