It looks like a child's rendition of something they thought would be cool. They put a lot of effort into the drawing, and whereas it might not be the best piece of artwork you've ever seen, it demonstrates hard work and potential on behalf of this individual. With time and effort, this person could become a fantastic artist.

Even here they don't look like Pokemon at all. They don't change enough between forms.

I'm going to say something that has bad connotations here but first I want to say I absolutely love Digimon for its own merits, it's a different and equally great franchise to Pokemon. But these look like Digimon forms: baby II, child and adult. That's not a bad thing at all, but it's important to understand the subtle differences in design philosophy between the two series.
