Doesn't that make it like the second primary flying type in the game after that one buttbead genie? Does that mean flying is actually becoming a type rather than an indicator that something can learn fly?

I don't think so. Tornadus is a pure Flying-type; Noivern is simply a Pokemon that has its Flying element as a primary type as opposed to a secondary type.

isn't primary/secondary position only decided by the game data structure and position of the type in a list? Is there any case of same typing being presented in both on 2 different pokes?

Wait, why does it matter which position the type is in?
I mean Excadrill is Ground/Steel while Steelix is Steel/Ground, but they're weaknesses are the exactly the same. I guess there's nothing revolutionary or special about Noivern's unique typing.

You're right, but that particular issue has always bugged me, why can't they just let them be the primary type? There are a lot of pokemon who are pretty much flyings things, and yet they get Normal/Flying typing.

Hold on a sec Takashi , this may sound strange, but what if this Pokemon is weak to Electric attacks? I mean the first type the attack will hit is Flying, and without the Dragon's resistance to protect it the Flying type weakness takes effect.
We could be looking at the only Dragon Flying type with a weakness to Electricity.
