Plus Froakie's clouds are actually foam. personally I think that since the foam looks like a pack/cloak already he'll become one of those stereotypical Japanese burglars

Seeing as how Game Freak is one of Nintendo's second-party developers, Nintendo probably owns parts of the company.

Oh and..
