So I'm replaying crystal, I've been headbutting the trees outside of union cave right before azalea town for 12 fucking hours. Why the hell hasn't a Heracross shown up yet?

Am I in the wrong spot?

Pretty much, the locations changed between GS and Crystal. Try the area between Ecruteak and Mahogany where you encounter Suicune or within Azalea Town itself.
