>They must have two evolutions
>These evolutions are attainable by level up
>No peudo-legendaries

Maybe the trainers they choose passed a test or something? Plus starter Pokemon have to be slightly stronger then the common Pokemon in the area.

that second point really narrows it down, I was gonna say Nidoran but you need a moon stone. Takes out any cool ones with trade evolutions too.
