Because Pokemon can be weak to it and there is no way to avoid it without using Rapid Spin, ect when switching in (unlike Spikes where Flying/Levitating Pokemon can avoid). It makes Pokemon that would be pretty good useless just because of the fact that they happen to be weak to Rock and Sneaky Boulders just happens to be on the majority of teams.

But that's the exact reason why SR was made, so that Flying-types couldn't get past entry hazards.

No pokemon is significantly less useful because of rocks. Yanmega was actually OU for portions of gen IV rather than UU like in gen V,and gen IV was when rocks were much more prevalent because of leads and it being a TM.

I think hazards should be banned. Because fuck having to waste 1 moveslot on one of my pokemon and one pokemon role on my team for rapid spin just to cover 3 threats in a metagame filled with dozens of pokemon and dozens upon dozens of threats

Rocks are just one of Charizard's problems. It also suffers from poor strength and limited speed as well as a poor defensive typing. This is why it's great in NU where most threats have poor stats and speed but terrible in higher tiers, even though rocks are present in all tiers.
