The term is stupid, but there are some Pokemon that are actually overdesigned and don't have an aesthetic satisfaction to compensate for it. Such as Kyurem-W and, in some people's minds, Emboar.

Yes, Infernape is slightly overdesigned. But it's still fine to look at. Emboar has a bunch of colors, random spikes and swirls (yes I know about the swirls but they could've done better), the pant looking things, etc.

I know almost for a fact that when Fennekin evolves that its head will be fixed. It's just meant to be a cute fennec fox, it's not a big deal. The only Pokemon I can think of that have the disproportionate heads when they're fully evolved are Alakazam, Kingdra, and Scraggy, but you know something like Kingdra isn't meant to be cute. I understand that it's gotten slightly more cutesy than it was originally, but big heads have been a recurring factor in Pokemon.
