>>13140400>>13140413I can't really say for sure, but I felt like GF just wanted to use more notable Pokemon for the Gym Leaders to use going in to Gen II; don't forget that this was the first time they were making a Pokemon sequel, and they might have been unsure about what kind of response the new Pokes would receive. They should have updated them for HG/SS at least, but never really thought it was a big deal in G/S. The Johto league was primarily an extension of the Kanto GLs anyway.
