Torterra's problem is that it's a Grass type. Because of this, It has 4 weaknesses (one of which, Ice is x4), (and only 2 resistances, plus an immunity). If Grass wasn't a shitty defensive typing, Torterra's slow speed might not be as much of a problem. On the bright side, if you invest EVs into HP, Torterra can actually survive Hidden Power Ice from Modest Raikou. Ice type moves are really only common on Special Attackers to kill Dragons, Flying has poor coverage and is normally only used for STAB, Bug isn't too big of a deal unless it's Heracross/Pinsir, and Fire types aren't really that common anymore because of Sneaky Pebbles.
