it makes no sense. There's zero point in getting the pseudo's base pokemon at the end of the game, since it scales the slowest level and evolution wise anyway. It should be available fairly early game.

if you got the pacience in RBY you can catch dratini and go grind in lavander town.
Ttar was a big bummer for sure.
I used flygon in sapphire but I guess the psudos in that are salamence and metagross?

Gible's the only one that breaks this because it evolves at 48 for its final stage and you can find it in Wayward Cave.

Deino is the worst: is in Victory Road (B/W) and evolves into its final form at 64.

Larvitar and Beldum are really no exception since you can't get it until AFTER you beat the Elite Four.
