No, it'd be Clefairy. Clefairy was going to be the mascot originally, hence the manga series with Clefairy. They decided to change to Pikachu to do a better job of appealing to both genders.

I hate the people that like charizard more than charizard itself. Charizard is nothing special, barely interesting, my third pick for gen 1 starters, just something that would be forgettable to me. Blastoise from Base 1 could knock out charizard by turn 2 with a breeder and enough energy, charizard would need two DCEs to do that damage by turn two. Chances are Blastoise would reach the energy cost before charizard and be able to knock it out first.

To;dr charizard from base set was shit and nobody ever used it.

Just because Blastoise could take a charizard one on in in strict situations doesn't make it stronger. It objectively wasn't from a purely statistical standpoint.

Also Charizard could only attack every other turn because his attack takes two energy to use, whereas Blastoise can attach as many water energy to itself and its team each turn without using them up. Charizard may have been better when you only look at the numbers on the card, but taking everything into account Blastoise was more useful.

Pikachu's appeal is being cute, small and suitable for boys and girls (i.e. not "LOOK I'M A BADDASS" or "SOOO KAWAII ^____^"). Charizard would never fit this role.

In the event Pikachu didn't exist, the franchise mascot would be probably something like Poliwhirl (tweaked design-wise to be cuter) or Clefairy (tweaked to be less childish and, well, gay).
