Jirachi is a shooting star. It could be linked to how many precious metals, or at least some rare ones, would only be able to be found at the crash sites of meteorites way back when. These meteorites could give off the appearance of shooting stars.

for gen1 they wanted there to only be one actual dragon type pokemon line, so anything that was similar was given just a similar typing. the same reason charizard isn't a dragon type

So wait a sec.

They get specific enough so that Jirachi is steel due to the high amount of Iridium in most asteroids, but Sableye gets Dark type for no apparent reason when he eats gems and should probably be Ghost/Rock?
