Priority moves are physical and cloyster don't give a shit about physical moves. Most dragons are strong enough that hey can bulldoze through steels and if it's moxiemence in the middle of a sweep, nothing short of icicle spear is stopping him.

You know Water Spout doesn't get stronger as the user's base HP goes up right?
Wailord's Water Spout would be the same strength if it had 10 base HP.

Also priority and defensive water types apply here as much as priority and defensive steel types apply to the other "win buttons" listed.
As a side note, Draco Meteor is a terrible win button since you have to switch out after using it immediately almost all of the time.

It's based on the user's health percentage.
A Water Spout coming from a Pokemon with 900/1000 current HP will do the same as a Water Spout coming from a Pokemon with 9/10 current HP (assuming identical SpA of course).
