I quite like it. Solid design, simple but not too simple, unique moveset that helps to convey its personality. I'd be happy to see it get an evolution but just as happy for it not to get one because it's fine as a single-stager.

Since there is a discussion thread, I feel obligated to ask: Why?
Why so much love for him?
I understand that playing through games with him in Gen IV and up is fun, but I just don't get it.
He is shaped weird. He looks like a bee with that drill looking tail of his. He has wings? What is up with his mouth? Color scheme is good, though. And then it's eyes look closed. And if it can dig, why isn't it a ground type?
I never gave him a chance but design-wise he is ugly to me. Found it funny though in PMD when he levels he says "Cool, I leveled! I'm still useless though.."

He has 1,000,000 EXP at level 100, so it's more than possible for it to get a good evo.

Raticate and Snubbul have 800,000 at level 100, so it would be better than those for sure.
